Defender drive shows 2% anti-virus definition download even though anti-virus has been disabled

I disabled antivirus on my Defender flash drive but the menu in the system tray shows 2% downloaded?

The 2% is actually the client application building an anti-virus folder manifest on the device. No new virus definitions have been downloaded at this point. After 2% the client application will attempt to contact Kanguru's Central Server for virus definition updates. If the server determines that there is no anti-virus license registered with the device then no definition updates will be downloaded and the 2% will no longer be visible.
